Board of Directors
The Greenwise Joint Venture Board of Directors is the governing authority of Greenwise Joint Venture.
Composed of business and civic leaders from the Sacramento region, the board is responsible for fiduciary and policy directives of Greenwise. Directors provide leadership and guidance to the Greenwise Joint Venture executive director and support the organization financially.
Oleg Kaganovich, board member
Oleg Kaganovich is a partner with green investment group Black Emerald Capital, and a venture partner with early stage venture capital firm DFJ Frontier. He is an early/growth stage company adviser, investor, operations executive, and emerging markets consultant with an interest in businesses within energy, environment, sustainability, food & agriculture, IT, media, healthcare, and consumer products. Oleg was the founding CEO of the Sacramento Area Regional Technology Alliance (SARTA), where he developed the infrastructure, branding and momentum to help startup entrepreneurs in undercapitalized regions advance their businesses.

Tom Kandris, treasurer
Tom Kandris is CEO and founder of PackageOne, an innovative corrugated manufacturing company with two factories located in Northern California. He was first involved with the Greenwise Initiative in 2010 by serving as the leader of the waste and recycling task force, and also participating in the leadership team meetings. He now serves as the treasurer for Greenwise Joint Venture.

Bill Walden, secretary
Bill Walden is CEO of the nonprofit Technikon, Inc. He is a leader in renewable energy technologies development in the areas of high temperature biomass-to-energy, systems integration of conversion technologies, anaerobic digestion, and environmental measurement leading to federal and California regulatory permitting. He currently operates the Renewable Energy Testing Center for the Department of Defense in Sacramento, California.

Julia Burrows, ex officio advisor
Julia Burrows is Vice President of Corporate Affairs for Enable Energy LLC. Before joining Enable Energy, she served as President and Executive Director of Greenwise Joint Venture, and as an advisor to Sacramento Mayor Kevin Johnson on issues related to sustainability, climate and resiliency. Prior to her Greenwise leadership role, Julia served 22 years in local government with the city of Roseville, California, as a city planner, deputy city manager and economic development director.
