Board of Directors
The Greenwise Joint Venture Board of Directors is the governing authority of Greenwise Joint Venture.
Composed of business and civic leaders from the Sacramento region, the board is responsible for fiduciary and policy directives of Greenwise. Directors provide leadership and guidance to the Greenwise Joint Venture executive director and support the organization financially. Each board member serves on at least one Greenwise Joint Venture working group.
Board members
Julia Burrows, president
Julia Burrows is the interim board president and executive director of Greenwise Joint Venture. Before it was a joint venture, Julia managed the “Greenwise Initiative,” spearheaded by Sacramento Mayor Kevin Johnson. She co-authored the Greenwise Regional Action Plan following eight-months of convening regional leaders, hosting inspirational speakers, and collecting the best ideas to grow our green economy, improve our environment and raise the region’s green IQ.

Tom Kandris, treasurer
Tom Kandris is CEO and founder of American River-Packaging, an innovative corrugated manufacturing company with two factories located in Northern California. He was first involved with the Greenwise Initiative in 2010 by serving as the leader of the waste and recycling task force, and also participating in the leadership team meetings. He now serves as the treasurer for Greenwise Joint Venture.

Bill Walden, secretary
Bill Walden is CEO of the nonprofit Technikon, Inc. He is a leader in renewable energy technologies development in the areas of high temperature biomass-to-energy, systems integration of conversion technologies, anaerobic digestion, and environmental measurement leading to federal and California regulatory permitting. He currently operates the Renewable Energy Testing Center for the Department of Defense in Sacramento, California.

Leadership Council
The Greenwise Joint Venture Leadership Council includes business and community leaders who meet at least twice annually with the Board of Directors to provide advice and guidance. The broader array of CEOs, nonprofit leaders and elected officials provide domain-specific, technical advice in their areas of expertise to support the outcomes of Greenwise Joint Venture. Leadership Council members are asked for their input on an ongoing basis in small group discussions by industry and for specific projects in the region.
Working Groups
Greenwise Joint Venture’s initial organizational structure includes three working groups to include board members and interested persons from throughout the greater Sacramento region. Working groups will meet monthly and are staffed by Greenwise Joint Venture staff. All working groups discuss fundraising efforts for specific projects and general support for Greenwise Joint Venture as a standing agenda item.
Economic Strategy Working Group
- The Economic Strategy Working Group prioritizes and takes action to grow and diversify the region’s green economy with a particular focus on workforce development and education, and supports partners working to expand the clean energy technology sector.

Environmental Stewardship Working Group
- The Environmental Stewardship Working Group convenes partners working to improve the region’s environment and quality of life. A number of initiatives mandated by local, state and federal law and are already underway. This working group amplifies efforts to meet these mandates, partners to find additional resources and tracks results.

Engagement Working Group
- The Engagement Working Group convenes partners in the education, government, business and environmental stewardship communities with the goal of branding the Sacramento region as the greenest in the country and a hub for clean technology. The group identifies key opportunities to raise the region’s Green IQ through engagement campaigns and partners with existing organizations to implement and support green challenges.
